I have a 15 g with 5 White skirt tetras, 4 Black neons, and 2 small cory cats. All they do is hover near the bottom in different areas of the tank regardless of whether the light is on or off. The only time they move is to feed. All of the H2O parameters are fine and the water is crystal clear. Is this behavior normal. It's kind of boring.

It's normal for the black neons and cory, not sure with the white skirt tetra never kept them, can you post water stats, do you have an airstone running for extra aeration.
 
Ammonia is 0, Nitrates and others at acceptable levels. I have an air wand which is creating good surface activity 24/7. The temp is around 78.
 
Nothing to worry about really, mine do it, and with the warm weather isn't helping.
