Impeller Problem

What would cause an impeller to not intake water? The impeller itself is vibrating/working/spinning but not intaking water even though its set up correctly. Its a brand new replacement impeller. Tried submerging in water, didn't work.

if the impeller is spinning the only thing i can think off is a blocked intake or an air lock around the impeller

what setup have you got?

Hi it's aqua one 620 - intake was cleaned, I have tried submerging for the airlock and it's not working. The same was happening before,hence the replacement and its still happening. all set up as before, when it was working (before it broke lol) so can't see why it wouldn't work after I cleaned it but very worried about the fish now.
