I'm not sure if my fish is sick

I just got some fish two days ago and all but one seems fine. I have a neon swordtail (male) and he seems to be acting very strange and I'm not sure if it's an emergency (in need of medication) or if it's just stress related. Right now he is swimming really close to the bottom of the tank and when I fed them he didn't make an effort to move and he's just kind of hovering and darting forward a tiny bit then kind of floats back. Up until about three hours ago he was hiding in the little house that I have in the tank and his dorsal appendage (I think that's what you call the top fin) and the bottom fins are really close to his body. I can't see any kind of parasite but I'm also not wanting to lose such a pretty fish. If anyone can give me any advise it would be very appreciated.

is it a new tank? is it cycled? what are the water parameters, how many gallons? and what other fish are in the tank? sorry to ask you so many questions and not give you an answer but that info is often very necessary to know for someone to give you a responsible answer and not just guesses.

If your neon is a tetra it could be stressed because it's on it's own, they like shoaling
