Im New And Need Help

Hi im new to this forum and also a new owner of a betta! I have really no clue what is good and what is bad for them . I have a tank for my betta its not one of those that you would buy as a starter kit because I thought most of them were way to small. Its not a hude tank maybe 1 gal.. How active are bettas supposed to be? because mine is not really active at all.. and his fins are not puffed out.. are they always like that? Do I need a heater? I dont have one yet.. Is tap water ok for them? I would say it is room temp. I feed him bloodworms. so as you can tell im clueless and need help!!! so please help me!
