Having seen their phenomenal growth rate and the size that these fish can achieve in a short time first hand, and from keeping mine in a 30" wide 200g tank to begin with and now a 6 foot wide 900g tank i would personally say that the minimum width would be 3 feet, while it is true that they are very flexible they are also very active and will use every last inch of whatever space you give them. My one grew to over 2 feet within 18 months in the 30" wide tank and by the time i moved it up to the new tank it had already started to rub its barbels off against the sides of the smaller tank.
I would go for a 96x36x28" tank, height isn't as important as footprint and by keeping the height below 30" you can have the tank built from thinner glass which brings the cost down considerably. Of course this still may not house the fish for its entire life, 2 years ago i would have said that a silver over 30" in length was highly unlikely in captiviy but now having one that is close to 30" and has pleanty of growth left in it i would say that a fish of 40" is quite possible with good water and feeding.
