Ideal rainbow community tank

I currently have a 29 us gallon aquarium and would like to work towards a planted, rainbow community.

I've thought about having a shoal of neon blue dwarfs that hopefully breed in the tank, i'll get some java moss for them. Ive also thought about some ottos, but im not sure what else.

Any suggestions for a blue dwarf tank?

Dwarf neons can actually get up to about 3 1/2 inches and as they are a schooling fish, your stocking level will be nearly full just with them. A few otos would be about all your tank could take, on top of the dwarf neons.
