Ich problem ...

So I have my first case of ich ... I currently have 10 tetras in the 20 gln tank (2 died :(). I treated the tank with "Ick Clear" by by jungle, and after the first dose all the fish except 1 are doing better. One of them still has a lot of white dots, and to make matters worse has what i believe is fin rot (his tail has basically disintegrated away). I'm on my 3rd dose of treatment (just put it in) but it doesn't seem to be helping. He actually seems ok, has been swimming around and acting pretty normal (except for his tail). One of the other fish also still has some of the dots. I don't have a quarantine tank since I live in a dorm and have no room. Does anyone have any advice? Could this be something else since its not going away? Thanks for the help!
 
More info I didn't add:
I've been treating the ich for 3 days, I've done 25% water changes before each treatment. I added fish about 1.5 weeks ago, which is obviously where i got the ich ... stupid petco. or stupid me for putting them in ... Also should I put something else in for fin rot? I don't know what type it is (bacterial vs fungal).
