I'm not sure if it is a platy or molly. I'm sure somebody will know. Anyways it seems like another fish has been biting it's tail and it now seems very weak. It hangs out at the top of the water and catches bubbles. Also it keeps it's fins closed up. I'm not sure if it is a male or female. I also do not know what fish is messing with it. When I watch it, it stays by itself. What could be a solution to my problem.

I'm sorry to hear your fish is struggling

Could you please tell us; how long the tank has been set up and how big it is? How many fish are in it, and what kinds they are? If you don't know, we can tell you if you post some pictures.

If you can, you should get the water tested (most shops will do this for you, but you must get them to write down the actual numbers), but in the meantime do a large water change, making sure the new water is warmed and dechlorinated. Nearly all fish health problems stem from poor water quality.
