Since I pulled my red tiger lotus pot from the sand I saw there were roots buried in the sand . the plant is sill intact but the bottom roots are exposed do I need to push them back into the sand or will they grow back into it on their own?

I always remove my potted plant from those plastic ones and move them into terracotta pots. Some of the pots allow water to exchange in and out somewhat and a few do not do so except for any porosity. When the plants can mange somehow to extend their roots beyond the pot and into the substrate, they will do so.

I fertilize my pots, but I push the ferts into the substrate in the pot with a long tweezer. I do not remove the plants. It is also to choose a pot size that will accommodate root growth.

the two in the plastic pots were transplanted later. I was in the process of transplanting and had not finished when I took the pi.
