I Have An Idea (oh No)

i was thinking in a couple of months time to convert my 25L nano in my bedroom and turn it into a FOWLR, but i have a couple of questions, do i really need a skimmer could i just have a powerhead, anything else i need to take into considerstion and what is an interesting fish (small) i could place in it, not like clowns or firefish.... some thing wow like a pipefish or seahorse (i know these need optimum water quality!

for something as small as a 25L, no skimmer is needed, water changes are cheap/easy on nanos/picos. Probably the only fish you could put in there would be a clown goby
