Hygrophila Corymbosa 'siamensis 53b' - Stunted Growth?

I bought 2 pots of this (tropica pots) about 2 months ago and planted it up. Since then, its produced young leaves at the base of some of the stems, and looks happy enough (only a few dying leaves) but its not grown much taller, if at all. I've only recently started dosing ferts properly but I'd of expected it to have grown more than it has by now. Other plants in the aquarium have grown relatively well in comparison, even a crypt!

Lighting is 3x30w over 180litres. giving about 1.9wpg (though, 1 tube is an old tube that needs replacing). As I say, no ferts initially appart from 1cm layer of Tetraplant Complete substrate and a few Tropica PN+ root tabs close by. Now I'm dosing 1/2 teaspoon of KNO3 (Potassium Nitrate) and 1/8 teaspoon of K2PO4 (Potassium Phosphate) once a week and 1/2 cap of Flourish Excel daily (a little below the recommended dose), along with Tropica PN at 3ml three times a week.

Surely it should of grown a little more?
