Hydor Mini Heater

Hi i just recieved my new heater for my 3 UK Gal tank (for the new betta) and have had it plugged in for 3-4 hours now. the temp has hardly changed, and by hardly i mean no change. does anyone own one or know how long they should take to heat up (i actually touched it and there was no heat) or is it faulty or am i immpetient

What actually is the temp? They're only designed to heat it a few degrees above room temp.
