The picture is pretty blurry, can you get more pictures from different angles (top, both sides, front etc)?
I suggest you also look up "show quality crowntail betta" and you should get a pretty good idea of what you are looking for. Generally you want a good amount of web reduction, straight rays, a tail in the shape of a D (180 degrees) when spread out, and symmetrical ventral fins.
From the one picture it looks like your boy doesn't have a whole lot of web reduction and his tail doesn't appear to have a straight D shape to it. . He honestly looks like my first male betta, who I bought from a chain store similar to Walmart.
