How To Keep Temp Low?

Well I am starting my first cold water tank but am hitting kind of a problem. On average my apartment is around 75-78F so my tanks tend to not go below this. I do have a freshwater tank so this is not an issue but how should I go about keeping my coldwater cold? Its currently in cycling phase so no fish are inside.

i wouldn't bother if it hasn't
got a heater it will just come up
to room temperature which will be
ok
 
You can either get fan heaters; or just get some "cold" water fish which don't mind a slightly higher temperature. TBH my coldwater tanks vary from 18 degrees (winter) to 24 degrees (summer) [65-75 F].

Why dont you get a thermometer and just check the temperature whilst there is nothing in it at various points during the day?
 
I'm saying that the coldwater tank is around 70-75 at any given time and doesnt fall below it. I dont have a heater on it either. Is this fine for goldfish still or do I need to work on lowering it more still?

that will be fine
cold water doesn't mean
it as to be kept cold
it only means it doesn't need
a heater
 
I kept cold water fish at 29C the fish for your area will probably be 3rd of 4th gen and adapted to the temp difference. My tank did get up to 36C in the summer which was excessive but carp have a reason why they live worldwide and it is because they don't mind change
