How to get more lighting in a 20gal.

Hello,
I have a 20 gal aquarium with the standard canopy that came with it (made by Hagen). The light fixture itself is 22.5" long and has an 18" 15W bulb in it. From what I understand I need to have at least 40W for my aquarium (I have plants that I owuld like to see grow). How can I improve the lighting. I haven't seen bulbs with higher wattage. Is there a do it yourself way to add in another tube (which still only brings me to 30W)? I thought about buying a seperate fixture from Canadian Tire and rigging it into the spare space in the roof...

If you have any ideas please let me know.

Many of the larger aquarium shops will sell reflectors that you can add onto your existing fixture that claim to increase brightness by 100%

I tried backing the bulb with tinfoil, although i dont see a huge difference. The trouble is that I don't have a car and there are no large shops around. What do the reflectors look like? Is it something I could make myself?
