How many of what? And cloudy.

I've just got my first tank and I can't stop gazing into it and feeling the calm wash over me. And I haven't even got any fieh in it yet. :S

I like the look of Neon Tetras, but would like something else as well. Probably something a bit bigger.
The tank is 30l.
Any recommendations for what and how many? (I've been told 1.5" per UK gallon.)

But before I get the fish ...
I only filled the tank yesterday and won't be gettig the fish till at least next weekend.
I washed the tank, gravel, rocks and plants, filled the tank with tap water, put in the chemicals that came with the tank, and turned everything on.
It could be my imagination, but thismorning, the water looked just a little cloudy.
Is this normal, is it OK, and if not what might I have done wrong?
 
It is normal for the water to be cloudy when setting up a tank for the first time. This early on, my guess would be its from the gravel. You can rinse, rinse, rinse and there will still be "dust" in it. I think a lot of it is from just rubbing the little pieces together. There is nothing to worry about, the filters should straighten that problem right out!

After you add something to put ammonia in the tank, depending on how you cycle, you will also notice some cloudiness at the end of the cycle. This is not a sign of a problem!
 
i had the same problem, what you need to do is a water change, get a hose and put one end in the tank and the suck on the other end until water comes out, pour the water un a container, prefably a bucket, then once 1/3 of the water has gone take the hose out and then fill the water back up with the chemicals, do this for about 3-4days and then your water should be clear
