**EDIT** changed maths around**
You tank is about 13 US gallons, or 10 UK gallons.. I'ma round to 12.

The rule of thumb is 1" of fish per gallon, but it can be stretched t an extent.

Black widows are about 2 inches each. That equals 12 inches of fish, you need 12 gallons for them.

Neons can get to about 1 inch, so you need 11 inches for them. 11 more gallons.

WITHOUT the catfish, you have about 25 gallons of fish in a 12 gallon tank. A little overstocking is fine, but you are very overstocked from the sound of it. This is my personal suggestion -

Either get rid of all the neons, or get a 10-15 gallon tank for the neons, and keep the black widows in the 12 gallon.

The catfish seems like a whole 'nother little mess... Some catfish are tiny (2 inches), some are huge (2 feet). We really need to know what kind it is. I suggest surfing around herehere and tell us what kind it is.

Hope that helps, I'm new to this so someone might want to correct me or offer otehr help :) I might have done some maths wrong.

You could probably get away with the tetras (just), but depending on what the catfish is, you might need to take it back. The 2 most common albino catfish are cories, which are small but ae schooling, and common plecos, which are massive.
