I currently have 14 small fish in a 15 gal with an Aqua Clear 20. Can I add more fish if I install a second filter, such as an Aqua clear 30?
 
15 gal with:
5 White Skirt Tetras (1.5 in)
4 Black Neons (1.5 in)
3 Neon Tetras (.5 in)
2 Cory Cats (1 in)
 
You are really stocked to the limit, what filter do you use as if you over stock abit best to have a back up filter,neon tetra's are not big waste producers, so maybe get 3 neon tetra's and 3 black neons so they are in a shoal of six.
 
I wouldn't recommend adding anymore to the tank. You are already at 17 inches, with a 15 gallon tank. That is over already, even though you have a larger filter. It's more about the size of the tank, than the filter rating.
 
I would say you could add a few more cories. These are schooling fish, and would do alot better if kept in a larger group. You could also might be able to get away with maybe 2 more neons and another black, just to give them a bigger school.

Neons are very thin fish, who are also light waste producers, so you can probably pus the inch of fish per gal rule a little.

Whatever you do, add these new fish slowly, and monitor your ammonia and nitrites to make sure you don't have a mini cycle.

If you have an extra 15 gallon, connect the two :D
It's really easy to make, just use pvc pipe. You could add so much more fish, and it would be cool. Just need a larger filter.

How do you connect the 2. I'm not sure what you're talking about
 
I reckon you could get away with more, so long as you add them gradually and use an extra filter. In fact if you stick to 3 more neons and 1 more cory you may be able to add them all at once, but please monitor water quality. I have a 13 similar fish in a smaller (planted) tank with a large capacity (though not over-powered) filter and barely register any nitrates let alone ammonia or nitrites. Maybe the type of cory would make a difference. Mine are pandas and so are tiny!
