How Many Fish In A 28L Tank

Hi I am new to fish keeping, I have had my tank set up for about 6months and slowly added the fish I have got 2 Cory Catfish, 10 neon tetras and 4 guppies.

Would you say my tank is full or could I get some more fish, I don't want to over stock but would like a different type of fish in the tank

I'm sorry to tell you, but your tank is already overstocked.
 
In a tank of that size you are, realistically, looking at keeping six or seven, one inch fish, like male guppies or Endlers, or one of the microfish like chili rasboras.
 
In addition, corydoras should always be kept in a group of at least six, of their own species. 
 
If you are rigorous about maintaining your tank, you could just about get away with keeping the neons, although they are an active fish that really should have at least an 18" long tank :/
 
Sorry I can't sound more positive, or recommend you get any more fish.
 
A 28 litre / 7 gal tank is pretty small and should only have a few small fish am afraid.
 
I have a 22 litre planted nano tank and this has only 8 endlers, 4 orange shrimps and some snails.

You could keep the guppies, but the other fish really need to be rehomed

Neons are active fish that require at least a 15G long tank.
Do you know what species your cory is? If you're unsure, upload a picture and we'll help you ID it.
 
You could have 5 male guppies in your tank, but then you would be fully stocked. 
 
Welcome to the forum, and yes you are overstocked like wow! Rehome the neons as they do not have enough room to zip and zoom. I would go with chili rasboras as well as someone has already suggested.
 
well a betta could do better than the neons really.
 
they are an active schooling fish.
 
guppies can quickly overpopulate your tank though if females are present.
 
as the other people said you are very overstocked.
 
rehome what you don't want to keep. its for the better
