Betta Splendens should never be kept in pairs. I believe the same is true even for females. Females need at least 4 in a sorority to be compatible.
And if the small fish your talking about are tetras, tetras can be notorious fin nippers so keep an eye out.
I'm not good with stocking but I'd say 6 in each, however depending on how many platies and neons your planning it may be too much.

Unfortunately it wont be any of the larger corys for either of them, we are talking pandas and pygmys. Which isnt a bad thing, as they are some of the cutest
