How Many Black Neon Tetras?

I have a 2 gallon hex tank with one black neon tetra and i was wondering how many can i get for him in a tank that size?

I'm afraid the tank is nowhere big enough for any Tetras as they like plenty of swimming space. The only thing suitable for the tank would be a Betta.
