How Long Does It Take For Dead Rock To Become Live?

i am planning a seahorse tank but in 25L am only planning to start with 1.25-2kg of live rock but i have two other pieces i've put in there how long will it take to become live? also is coral gravel suitable subtrate?
 
For the price of 3 k (which is what you need to filter the tank) I would put the 3K in and leave the other rock.

Are you going with the seahorse? Have you read Kelwoo's thread and piece in 'fish of the week'?

I have a new tank with 3 lbs. of live rock and 10 lbs. of dead rock. I've read that it will take at least three months for the dead rock to support bacteria and begin to filter the water.

I have had my tank for one month, and there is no sign of life on the dead rock (so far anyway).
