I have introduced 3 new black phantom tetras 2 male an 1 female to a tank that had 3 male and 4 females already. How do they behave when they first meet the other fish. Will the fish need to get used to the new tank and is it ok for their top fins to be pointed back instead of puffed up on top?

It will take them a little while to adjust to the new environment and they will slowly get used to their new tank maters so just give them some time. As for the clamped fins there are a ton of reasons for this such as stress, poor water quality, early sign of ich, etc so just keep an eye on them.

Agree. Also, males of this species are naturally a bit feisty, like kids playing king of the mountain (if kids still do these days!). But aside from a split dorsal fin, nothing serious usually occurs.

Basically, every type of fish needs to get used to a new environment. And the behavior of new introduced fish can differ per individual specimen.
