I will be purchasing some additional kh, gh and phosphate test kits but before I do so I want to know that after I have tested for these things I will be able to change the amount present in my tank. As would (in my inexperienced opinion) be pointless to test for something that you can't (or, like me haven't got a clue) how to change. so that is my question so if you could answer it that would be great :good:

I wouldn't muck around with the KH or GH unless you have to (have soft water loveing fish).
Also, the plants will use up the phosphate present in your tap water, over a period of time. After that, you can simply add potassium phosphate. Use chucks calculator to determine the amount needed.
 
dont worry about kh and gh unless they are at something like 0
 
Ditto, don't mess with GH or KH unless you have fish that need a particular range, either hard or soft water, otherwise leave it alone.

most fish dont "need" what is recommended to live, they just might not breed or something, there are exceptions though.
