Also keeping such a small group opens up for many problems other than "not showing natural behavior"
Try to get a (minimally) 15-20 gallon with 5-6 of the puffers, otherwise, I would advise against keeping them because they will show increased aggression amongst themselves and generally feel insecure in such a small group
if seriouslyfish suggests that keeping such a small group is fine, they are wrong
