I have dwarf blue leg hermit crabs and dwarf zebra hermit crabs.

I noticed one small blue hermit crab trying to poke his hands into the shell of another equally sized blue hermit crabs shell. I poked them with a stick to seperate them, the one getting picked on then ran away as fast as he could. Was he trying to kill his fellow hermit crab?

Then I look at my tank about 2 hours later to find the same blue hermit crab (at least I think it's the same one, same small size) on the back of a much larger zeb hermit crab. The blue hermit crab tried to crawl on the face of the zebra hermit crab but their weight caused them to topple of the rocks. Then the zebra hermit crab ran away.

Hermits will kill other hermits if they need a new shell, and there aren't any empty ones lying around.

Yep im afraid hermits take no prisoners when they want a new shell, they will even evict a snail from its shell if they cannot find another shell of suitable size. Blue legs are also one of hte more aggressive hermits too so they will attack otehr hermits.
I would find a few new empty shells and pace them in the tank for the crabs to grow into.
