After all of the decorations, and what not, are placed strategically in the aquarium, place a dinner plate into the tank, leaning it against the glass. Pour the water down the plate when filling the aquarium and watch as a single decoration is never disturbed!
 
or,

do what most people do and add 50% water to the tank, plant and scape then syphon or hose the water in.
 
Rather than keeping a plate in my aquarium, I have a plastic bowl that I pour into. Works just as well and doesn't disturb any of my plants or the substrate.

And it's faster than siphoning the water back in. :)

And it only cost $0.39. :)
 
When filling the tank to start with, I use a plate, pouring on it very slowly. After there is about 3" if water in the tank, I pour into a plastic cup as mentioned. You can even do that with a python. Just simply stick the cup over the end of the python to divert the water and keep it from hitting directly on the substrate.
 
When filling my tank same thing I use a plate, but when I do a 30% water change I float the plate at the top of the water then I pick up the howl bucket and dip the water in, it realy works and it does not disturb and thing includind the fish, the water just spreads along the serface so quitly no smlashing no mess and no stress.
