Help!

I'm new to tropical fish but have already come across problems. I had my tank up and running for 2 weeks with no fish and have had it up and running with fish for 3 weeks. I had no problems until a couple of day's ago. One of my Neon's was isolated from the group and his fin was wasting away. He died and I removed him from the tank. I also noticed a couple of white spots on another of the neon's. Yesterday when I got in all my fish were staying at the top of the tank. I changed 25% of the water, added anti stress, and put in a white spot remedy. This morning when I woke up 2 more of the tetras had died.

PH Level = 7.0
Temp = 80

Why are all my fish swimming at the top? Any help would be appreciated.
 
I only have a tester for PH level. I will get a full testing kit 2nite and do some tests.

The ich meds only stop the spreading of the ich, don't expect it to clear right away.

Your temp is too high if the tank was at 80 before the ich treatment. After treating, bring the temp down to at least 78, though less would be better.

What about your tank size and the fish you added?
