how many female bettas can go in a 5 gallon with possilby a claener fish or shrimp?

In a community? I'd say 3, maybe 4 maximum. That's still pushing it a bit though, so I'd rule out other fish. There will be aggression though, so be ready to pull any really nasty girls out.

Alternatively you could divide the tank, and have each girl in a seperate compartment...

I like the divide it in 2 idea ...... 5 gallons really won't hold enough girls to spread out the aggro, so keeping 2 divided is the best alternative I believe.
