Help! White Stuff Floating Around - Plants Dying.

My aquarium is about a week old (no fish in it yet), and currently in the Nitrite stage of cycling. A couple of days after set-up, a cloudiness arose, which has now disappeared. Now, though, there are billions of little white particles suspended in the water, and all the plants have dying leaves. The particles are too small to be picked up on camera. My LFS told me to keep doing water changes, which I have been doing - but the problem is not being reduced - there are still literally millions of the little white particles floating around - they are not being filtered out by my filter (JUWEL).
