Help to identify green algae on the water's surface, for a friend's tank

Hello! A friend of mine has recently got into the freshwater side of fish keeping (only marine prior) and has this algae floating on the water surface. I have already recommended more surface agitation, and he has gotten an air stone and air pump in the last day or so.
I don't have any ammonia, nitrite or nitrate numbers as he doesn't have a kit for that, but his tank has plants and isn't over stocked.

The tank is about 4 weeks old, and has been stocked with 10 endler guppies for 2 weeks.
50L, and tank lights on for 12 hours. The fish are fed once daily, and the algae has been there for a week or two.

Does anyone know what this is? I'm not having any luck searching through google images

Looks like normal bright green filamentous algae, sorry don't know the species. Two issues are likely causing this, one too many nutrients in tank, ie feed less, and second there is likely too many hours of light.

If it was my tank I would:
1) Remove the algae
2) Decrease the light to 8 hours a day
3) Do a large water change, I would do 50 to 75%
4) Reduce feed amount and start with a few days without feeding
