Help! Something wrong with Betta fish!

We lost power at 11:30 pm last night. The power just came back and my betta fish is acting weird. His head has weird gray/green scales. His fins are almost transparent and he is in the corner of the tank. He also looks super fat. Please help!

What is the temperature of the water? If the power was out, the water could have got cold and bettas become lethargic when they are not warm enough. If he is cold, let the heater warm the water and see if he improves. Don't feed him today.
 
Yeah, he doesn't look too good. What's your water temp? Ammonia, nitrites, nitrates? How is he moving? That's where I'd start.

Water temp is normal. He was laying in the corner for about 20 mins but now he is moving around a little. I don’t have a test kit so the ammonia, nitrites, and nitrates are unknown.
 
You should definitely get a test kit, or at least some test strips, which are a lot better than nothing. My guess is that the temperature went down overnight, and is now back up to normal. Hopefully he'll recover.
 
he probably decided to go to bed when the power went out and now he has been woken up a couple of hours later. Let him sleep
