Help/recommendations For My Tank Plan

So I've been very eager to start a successful planted tank. I've been wanting an asian biotope planted tank for a while now but that all depends. I'm still deciding between Killifish and a Betta. I'm wanting to grow high to low light plants. I've bought a few tanks without realising what the real requirements were for plants, wasting a lot of money. I was wondering if someone could check and make sure this is alright for what I want. :)
 
Anyway here is the equipment I will use:
 
Arcadia Arc 35L
Arcadia Ellipse Light 24w
TetraTec Heater 50w
TetraTec EX 400 External Filter
 
I will be using Neutro+ for fertiliser.
For substrate, I was thinking a layer of Tropica plant substrate topped with Colombo flora base.
Co2, I will be using a 2KG FE system.
There will also be a piece of bogwood in there.
 
At the moment, trying to decide between:
 
A special breed betta, not you're average one.
6 Harlequin Rasboras
Tiger, blue, yellow, green, cherry or another shrimp (Not a mix, just one type)
 
or
 
Killifish with any suitable tank mates IF possible. I'm unsure yet. I know this ruins the biotope idea but they are new fish which I'm quite keen on keeping. 
 
Plants: (I think these are all from asia though I don't actually know for definite so any info or recommendations would be nice)
 
 
Cardamine lyrata
Cyperus helferi
Limnophila aromatica
Moss ball
Rotala rotundifolia
Taxiphyllum sp 'Spiky'
Utricularia graminifolia
 
If I get Killifish, I may change the biotope to wherever they are from.

Everything looks good, go for an UP inline atomizer for the diffuser, they have near 100% dissolved CO2 and use much less. As for the UG its very difficult to grow to make sure you have a lot of patience.

What fert will you be dosing?
