Help! Puffer tank filtration!

Hey there. I am thinking of setting up a planted (not heavily planted, just sort of medium planted) tank with a twin spot pufferfish in it. The tank itself is 30x20x12 inches and I am unsure of what pump strength to get for the filter.
I have heard that plants don't do well in tanks where the water turnover is too high, but at the same time I know that puffers are messy meaty eaters and even with regular partial water changes I don't want to run the risk of under-filtering my tank. I've read so many conflicting reports... some say that you should only buy a filter that will turn over the aquarium water volume once every hour and others say that it should be turned over 3 or 4 times!
Would the Airvolution AV4 pump (twin-outlet designed for aquariums up to 60inches) be just TOO much water turnover?

Personally we run filters that turn the water over at least 5x per hour on our non-puffer tanks, for the puffer tanks I like to turn the water over between 8 and 10 times per hour. On my 35 gal puffer tank I use an Aquaclear 200 HOB in addition to a Fluval 4+ so am getting about 11x/hr mechanical filtration with 2 seperate areas of outflow that the puffers will play in.
 
Right now I have a Powerhead for extra flow and this will be used for Dwarf puffers. Is that a good setup?
 
Brilliant. Thanks ever so much. I want to make sure that there's enough decent filtration, so now I have a much better idea of what to consider going for when I set the tank up! :D
