The rusty metal box is called a ballast. It will eventually fail on any fluorescent fixture but usually lasts quite a long time. If you can read the specifications from the old one, go to your local home improvement store or hardware store and you should be able to buy a replacement ballast. They are rated in terms of the number of tubes and size tubes that they can be used with and according to the starter setups. To replace one, you get another with the same ratings and just use the wire color coding to match up the wiring on the new one to the wiring on the one you are replacing. It takes a bit more effort than changing a bulb but can usually be completed in an hour or so of careful work. Careful because you definitely don't want to get any of the wires crossed from where they belong.
