Help Needed - Pond Fish Gasping

Just a quick question, I have a pond and all the fish are gasping at the surface near the splash area of my waterfall.

Could you please list as many reasons, causes and actions I should take to sort this.

I don't have a air pump or anything so thats why i need the reasons, the causes and the actions
 
It could be a low oxygen level in the water and the waterfall has the highest level due to the surface turbulence created by the splashing water.

Try to keep the waterfall running 24/7 and maybe do a partial water change (50%) on the pond. Make sure you use a dechlorinator to remove any chlorine from the new water. If you are filling the pond up with a garden hose then turn the hose on and allow water to flow through it for a couple of minutes before you fill up the pond. Garden hoses have a chemical in them that reduces kinking but it is toxic to anything that ingests it. Running water through the hose for a few minutes will flush out any of the residual chemical reducing the chance of it affecting the fish.
 
you may also want to test the water parameters, a build up of highly toxic ammonia will also make fish gasp
 
how many gallons, how many fish and types. what filter are you using
