So after the 10th drop and no color change except for a deeper blue I figured I'm doing something wrong or I got a faulty one. HELP!

Have you added anything like baking soda to the water?

Nope. But I think I solved it... The KH is just high... My GH is a 3 though so thats good

Similar tap water to mine - for your 40g think Rainbow Fish like Dwarf Neon, Kamaka, Parva or some of the smaller species, small Synodontis like Nigriventis or Petricola, Livebearers like Platies, Swordtails or some of the rarer ones. Some of the smaller Central American Cichlids would work too but you'd need to plan around these but something like Rainbows, Cutteri, Ellioti could be an option.

But with a GH of 3? That's soft water, towards the very soft end of soft.
