Help! Fin rot or nipping

I have a 10 gallon tank with 5 Glofish and 3 ghost shrimp. The tank has been established for a year, water changes are weekly. My question is, is this fin rot? Please help

to me that look like the tale has been torn/ bitten by something. but im not to sure you are going to have to wait for a more experienced member to verify this.
