[HELP] Chlorine Poisoning

Hello,

I recently bought what I thought to be a dechlorinator and did a water change for my betta. However, I only realised it when I found my betta lying at the bottom of the tank breathing heavily yesterday. I'm really upset that I made such a mistake but I have transferred him to a small 3L tank with dechlorinated water and air pump and I have no idea what else I can do for him... Today, I found that there is some sort of bacteria/fungal growth spreading from his tail. May I know what can I do to treat the chlorine poisoning as well as the infection?
 
What product did you use that you thought was declorinator?

Can you get some pictures or a video of the fish please? Videos can be uploaded to youtube and linked here, since the video upload thing here doesn't seem to work, but photos can uploaded directly here.
 
I used API Quick Start... Mistook it for API Stress Coat
I'm unable to take a pic/vid now as I'm at work but it looked like white fuzzy stuff branching out.
Also, any ideas how to feed him? I'm afraid that he might starve as he hasn't eaten for 2 days
 
The white stuff on the tail could be fungus or excess mucous. Water changes and salt should fix both. However, we need a picture to confirm the problem.

Don't worry about the fish starving because unlike mammals that use most of the food they eat to keep warm, fish take their body temperature from the water. This means fish can go for weeks or even months without food and not starve.
