I have heard this too, I think it depends on the heater; some directly heat the water (conduction) some heat it indirectly (radiation). Both heat the whole tank by dispersing the heat in the water (convection).

If you have a heater that directly heats the water then a guard would be a good idea. I HTH :)
 
I've used all manner of heaters over 40+ years, and have never had a fish burnt by a correctly working and correctly sized heater. If you are worried, and can make a guard easily, it can't do any harm unless it prevents water circulation, but I really doubt its necessity.
 
I belive Tronic are indirect heaters
 
Both Tronics and Ebo Jagers (I own both) are warm to touch when they are in operation, but I doubt it will get hot enough to burn fishes. Perhaps this might be possible if the ambiant temperature seriously go down to the point where the heaters are continuously on...
