Heaters - Always At An Angle?

Just got a 28l tank that came with an elite 25W heater. On the instructions it didn't seem to indicate that it should be fitted at angle so I haven't. Just wondering if it should be at angle as I thought the thermostat wouldn't work properly if the heater is positioned vertically.

I have my tank heater's placed at an angle too, its for even heat distrubution

As long as you have decent water circulation it doesn't matter how the heater is positioned. Without good water circulation positioning won't help.
