My heater when it is set on low, heats the water up to about 76 degrees. It keeps the temperature at 76 when the room is 70 degrees or if the room is 60 degrees. Why is there a low-high option if it makes the water temperature 76 degrees either way? Before, I always thought that I would need to set it higher or lower depending on the temperature in the room.

Hi. Most heaters have a knob or some other method that let's you set the temperature. So whatever you set it at, the heater comes on and off as needed to keep the water at that temperature. So if your heater at the setting it is at keeps the water at 76 degrees, then if you put it on a different setting then it will keep the temperature at a constant level that is either above or below 76 degrees, depending on the setting. Some people would want the water at a temperature other than 76 degrees, that's why there is different settings.
 
The knob is either low or high or anywhere in between. There aren't any temperature markings on it. Thanks for you help anyways..I guess I can only control the amount of watts the heater is using and adjust it to a temperature I want manually.

The low high markings are just an indication of the way the knob has to be turned to increase or decrease the temperature. You just adjust the knob (slowly & wait at least an hour inbetween for temp to stabilise in tank) until you get the temp you want. If on the lowest setting it gives you a constant 76 & you want it lower it may be that the heater you've got is too powerful for the size tank you have.
