would a 300W and a 200W internal heater be enough for a 700l tank?

i also have an external hydor 300W heater so would a combenation of internal/ external be better
 
It really doesn't sound like enough heater to me. You might get away with that little if the tank is very blocky in shape rather than be long and thin. The small surface area of a blocky shape means less heat losses through the walls, top and bottom. Another thing you can do to allow smaller heaters to be enough is to place some foam insulation on the sides and back so that heat losses are reduced.
 
A fairly standard number is around 1 watt per litre. As already discussed you can often do with less heat if the tank shape is right or if you provide some insulation.
