I have a 50 watt heater that came with my 10 gallon that i'm currently cycling, i turned it up to see if i could get it in the mid 80's to low 90's to promote good bacteria growth, the water seems stuck at 76 degrees i dont know what to do.

Whats the temperature in the room? If its arround 76 too, then chances are its broken. When I bought my "full set-up" the heater was broken too.

The temperature in the room is lower than that, the AC is set to 60, so it's pretty chilly should i turn that off and see if the water gets warmer?

1. Are you SURE you turned it the right way ! - easy mistake to make.
2. Does the heater have a lamp, to indicate standby, or heater ON
3. If you are in ANY doubt with safety, unplug it and turn the knob whilst watching/listening for the thermostat to "click" (assuming its not electronic)
4. You should be able to see heat waves coming off the heater when its on.

The knob may well need tuning further - Ive got a couple where the actual knob is within a rubber (plastic ?) sleeve, so to move it quite a way involves turning the rubber bit, letting go - so the rubber part rotates over the shaft, and turning again !
