Heads Flooting Up?!

Help me please I'm trying to collect fish but this is my 2nd betta that his head keeps flaoting up and not doing anything

Sounds like swimbladder, which can be cause by constipation or damage to the swimbladder. Try fasting him (no food) for a couple of days. Give him a bit of a cooked, shelled pea and maybe add a bit of aquarium salt to the water.

I think its over =[ This is the 2nd fish that happened like this

Do you mean like the fish is tail standing as that can be swim bladder.
