hatchet fish in a 10 gallon?

My brother has the obserd idea that he will be able to set up the old 10 gallon because he is jealous I have 2 tanks, and he has found a love for hatchet fish. Now I dont think a 10 gallon is big enough for them, but is it?

and how many in there as well?
 
I don't think a 10 is remotely suited to Hatchet's. Hatchets are shoaling fish and should be kept in groups, so already you have a problem as the stocking limits of a 10 would restrict the size of the group, even assuming it is one of the smaller Hatchet species.

A different problem is their temprement. They are very skittish and take off at high speed above or below the water if frightened. I can see them injuring/killing themselves crashing into the ends of the tank.
 
yeah, I was thinking that as well. I was thinking of giving away my cichlids and giving him my 29 so that he could set up a hatchet tank in that
