I would say it depends on what the fish feels more comfortable in, but larger is better. (Let's keep our minds on the topic :p ;) ) So, a min of 1gal and as large as the betta can handle. :)
 
I thought they were ment to be like insecure fish n are alright kept in small spaces like a quilty street sweet jar or summet.
 
i say a min of 3 gallons.
rule of the thumb 1 gallon for 1 inch of fish. bettas get to 3 inches.
 
inch to a gallon is that head to tail or head to erm the bit before there tail where there bones end I've forgot for a second what its called.
 
It really does depend on your fish. If you put him in a 10gal and he looks unhappy, move him to a smaller or larger tank. There really isn't a set amount/size for a betta... just what makes them happy.
