Haiyang Metal Halide Lamp

Hi people my mother inlaw has a Haiyang Metal Halide Lamp with built in fan....
Now it only works now and then, you need to turn it on and off a few times for it to stat to work the light but i cant get the fan to run at all.
it was all working fine and now this. no one has touch it as it has been set to come with timers but i notice it has stop working apart from if you flick buttons on and off a few times..

Any idea what it could be...
