OK, I'm getting a 20 gallon for my 1 inch GSP's to house them for a couple months until I get the 60 gallon tank. I was wondering what would be the best bang for my buck as far as filters go. Thanks for advice in advance.

id go with a fulval and speed the current down so it wount stress out the puffers and when u get ur 60g u can unfix it and use it for the 60g

I don't need a current filter, I have the powerhead for extra current in my tank. I heard the whipsers are good, but I also heard that aquaclear keeps the benefitial bacteria so that when you change the filter, not much bacteria is lost.

If you've got the money the best filter of that tank would be something along the lines of an Eheim Ecco, they'll last years longer than anything else, easy to use and very effective, they are however an external filter. Eheim also make some very good and inexpensive internal filters now which I also use.

I've got an Internal Fluval which is pretty good (especially the flow indicator) but for the size and power I still rate the eheims.

Are internals under the gravel? Why are they recommended for puffers?

Undergravel filters are very dated and really aren't suited to the bioload in your tanks, they run off of a powerhead.

Internal filters stick to the glass inside the tank but I've never heard them "recommended" for puffers. Personally if you want the most effective go for an external canister filter like the Eheim.

And what kind of Eheim would I get?

Eheim do a large range of filters, the ecco range is specifically made for smaller tanks, but even the classic range is good. I use a classic on my puffer tank, the filter is definately overated for the use I'm giving it but it works well, doesn't create too much flow and can always be used on a larger tank when I get one. Have a look around and familiarise yourself with their products.
