Gravel Cleaners?

I brought a marina easy clean, the guy in the shop said to have the tube bit under water, i followed the instructions, but the piture shows the tube standing in the tank but taller. I can`t get mine going. Anyone know if it should stand taller than the tank or not? or other advice?

ok put all of the piping into the water so everythings submerged....
block one end with your finger keeping the other end just above the gravel, pull the end out of the tank with your thumb blocking it, wait til over the bucket then remove finger, move gravel end around pushing it in the gravel and syphon they cra@, when buckets nearly full,cap end with thumb again, then either get sum1 to empty bucket,if alone put pipe back into tank, and do same again, i usually empty mine down the toilet
